BMI View:

Croatia has, historically, had a high ratio of prepaid subscribers, owing to the number of tourists visiting the country eachyear. However, regular SIM discounting and increased attraction to contracts is eroding the share of prepaid subscriptions.Nonetheless, BMI estimates that by 2022 only 62% of subscribers will be post-paid. 4G uptake will be a crucial driver of subscriptionand revenue growth over the coming years. The Croatian Competition Agency's (AZTN) approval of Optima's merger with H1 in June2017 sets the stage for the effective elimination of competition in the Croatian wireline sector. Wireline incumbent Hrvatski Telekom(HT) holds an equity stake in Optima and has management control over said operator at least until July 2021, according to anagreement recently approved by the AZTN. This situation could impede the implementation of Croatia's broadband strategy.
