BMI View: Benin's mobile telephony market has experienced strong growth over the last seven years.However, growth will decelerate considerably over our 2017-2021 forecast period due to saturated marketconditions and operator inefficiencies. Benin offers limited opportunities for investors, owing to thechallenges involved in rolling out modern wireline infrastructure beyond the major population and businesscentres.

In 2015 and 2016, privately owned operators were reprimanded over faults with billing and quality ofservice, end users protested over network faults and inactive SIMs were taken out of service. State-ownedLibercom was chastised for its own inefficiencies and its managing director dismissed in February 2017.We forecast slow growth in mobile subscriptions through to 2021.
Meanwhile, the number of wireline voice connections is falling steadily and, with inadequate mobilenetworks now offering the only viable mass-market access to the internet, development of the internetmarket will be limited for the foreseeable future.
