With a very high mobile services penetration in Belgium, there is little scope left for organic growth. However, prepaidmarket share is still relatively high, which suggests that there is scope for upselling existing subscriptions to more high-valuecontracts. Opportunities still exist as many users remain on basic services, but work remains to be done to ensure competition. Ouroutlook for fibre broadband remains positive for two main reasons: Proximus has begun rolling out FTTH networks in selected cities,following the announcement of a EUR3bn (USD3.1bn) investment project, Fibre for Belgium, in December 2016. Regulators havefinally announced the new fixed market regulation in July 2018 with the purpose of opening the cable and broadcasting wholesalemarkets (including optical fibre) and paving the way for more competition in the broadband and broadcasting markets.
