Argentina Power Report Q2 2016

BMI View: A gradual improvement in the country's business environment and an increase in electricitytariffs under the presidency of Mauricio Macri will attract greater private investment in Argentina's powersector over the coming years. In the short term, the country will continue to suffer from underinvestment inthe transmission and distribution sectors and limited access to capital for project development.

Latest Updates And Structural Trends

At present, the Argentine power sector suffers from more than a decade of underinvestment in thedistribution sector, limited access to financing for project development and a lack of investor confidencein the market. The sector's long-term outlook, however, is relatively positive as we expect the policiesbeing implemented by Mauricio Macri (who was elected Argentina's president in November 2015) toattract greater investment in the electricity industry. A gradual increase in electricity tariffs, greateraccess to financing and a general improvement of the business environment will all benefit the Argentinepower sector.

In December 2015, the Minister of Energy declared a state of emergency for the Argentine electricitysector, saying the high demand during the summer heat and weak power distribution network was puttingthe system at risk of collapse. The emergency protocol is set to expire on December 31 2017 and willgive the Energy Ministry the power to ration power supply and increase electricity tariffs. While thegovernment is committed to removing electricity subsidies, we caution this process will be gradual toavoid stoking inflation.
