AbstractBMI’s latest update assesses the growth and development of Taiwan’s telecommunications market in 9M09. The update incorporates the latest financial and operational data published by the country’s leading telecoms operators: Chunghwa Telecom, Taiwan Mobile and FarEasTone (FET). In addition to containing revised forecasts for the country’s mobile market, our update includes extended forecasts to 2014 for all sectors of fixed-line, mobile, internet, broadband and ARPU.
BMI calculates that Taiwan’s mobile subscriber base grew 4.7% in 9M09. By the end of September, there were just over 26.6mn Taiwanese mobile customers, giving the country a penetration rate of around 114%. BMI’s figures for the total subscriber base are based on data published by the country’s three largest mobile operators and the telecommunications regulatory authority, the National Communications Commission (NCC). The strong mobile customer growth in 9M09 has led us to raise our expectations for the year as a whole. We have also altered our expectations for the number of 3G subscribers, following evidence that the sector grew over 27.4% in 9M09. By the end of 2009, we predict that around 59% of Taiwanese mobile customers will have 3G-enabled handsets.
Although we have maintained expectations for broadband forecasts, with predictions that the sector will expand at a higher rate in 2009 at 14% compared with just under 11% in 2010, much of this will be determined by the development of WiMAX. As we noted in 2008 and in 2009, the migration of customers from ADSL to FTTx has helped propel growth in the broadband sector, with Chunghwa Telecom announcing it would spend TWD30bn (US$929mn) annually over three years, in order to expand its fibre-optic network, it is hoped that investment in WiMAX will have a similar positive effect on the sector in 2010.
At present, there remain concerns by the NCC over the limited development of WiMAX despite the award of eight regional WiMAX licences in 2007. This led the NCC in December 2009, to postpone indefinitely its planned tender of nationwide WiMAX licences, due to the marked lack of progress by existing regional operators in deploying their networks and launching services. At the same time, however, the regulator has issued two more regional WiMAX licences to FET and VMAX Telecom with strict roll out requirements. Furthermore, with Chunghwa Telecom not in possession of a WiMAX licence and having failed to lobby the NCC to award a nationwide WiMAX licence, the incumbent operator has been making headway with regard to long-term evolution (LTE), as a means of meeting its future wireless broadband needs. The operator announced it would build an LTE network in 2011 and is collaborating with six other firms in research and development matters.
