AbstractRussia’s telecommunications sectors have gone from strength to strength since the first quarter of 2009 when the economic downturn and financial crisis impacted the market. With the economic outlook brightening, financial crisis subsiding and operators successfully restructuring their debt burdens, Russia’s telecommunications future appears increasingly positive. Our Russia Telecommunications Report for the first quarter of 2010 contains updated and extended forecasts for the mobile, fixed-line, internet and broadband sectors through to the end of 2014.
Russia’s fixed-line market expanded during 2008 with subscriber numbers growing by 1.6%. Fixed-line networks are slowly being extended increasing the accessibility of fixed-line services. However, growth does appear to be slowing as fixed-to-mobile substitution and the growing popularity of VoIP services take their toll. Some estimates have suggested that VoIP services could account for 40% of the fixed-line market by the end of 2012.
In an effort to counter this, fixed-line operators such as the Svyazinvest regional telecoms operators, Comstar-UTS and VimpelCom are increasingly focusing on higher growth areas such as broadband, mobile and pay-TV. The market for converged wireline and wireless services looks set to heat up during 2010. In the final quarter of 2010 mobile market leader MTS completed the acquisition of Comstar- UTS, the largest broadband operator in the country. VimpelCom the second largest mobile operator had completed the acquisition of fixed-line and broadband operator Golden Telecom in early 2008 and the Svyazinvest group had declared its intent to offer pan-national mobile services. Mobile market number three, MegaFon, has also intimated a desire to enter Russia’s burgeoning broadband market.
A number of reports have suggested that new mobile spectrum could be auctioned off sooner rather than later, paving the way for a new pan-national operator to compete with MTS, VimpelCom and MegaFon. In addition to Svyazinvest looking to up its presence in the mobile market BMI also expects the market’s fourth largest player Tele2 Russia to take a keen interest in any auction. Tele2 has rapidly expanded its presence in Russia during 2009 and its Swedish parent has highlighted Russia as a key growth driver. December 2009 also saw the country’s three 3G licence holders finally given permission to launch outdoor 3G services in Moscow. Moscow is the country’s commercial centre and has the largest population and is expected to provide Russia’s 3G market with a notable boost through 2010.
