AbstractOur latest update on India’s telecommunications market assesses the impact of several recent developments on the country’s fixed-line, internet and mobile telephony sectors. Recent developments, which include increased competition and ongoing investments in the expansion of network infrastructures, are reflected in our newly updated forecasts. This quarter changes were made to the mobile, fixed-line and internet sectors.
India’s mobile subscriber base grew by 9.1% in the second quarter of 2009, which was down from 12.9% q-o-q in the first three months of the year. The weaker than expected growth has led us to revise our growth expectations for the rest of the year. We now expect the mobile customer growth rate in 2009 to rise by 47%, which is lower than the 48.5% growth experienced in 2008. Although our expectations have been reduced, we continue to maintain that the intense competition occurring among existing and new operators will help expand the subscriber base. Price wars among the top operators have erupted, with the most recent offering centred around per second billing.
A further challenge for the mobile market is the lack of available 2G spectrum, with some circles having run out of 2G spectrum altogether. As many of the country's existing operators are still in the process of rolling out GSM/GPRS and CDMA-based 2G networks, particularly in rural and sparsely populated areas, while also encountering capacity problems in areas where traffic density is very high, there is keen interest in the remaining 2G spectrum. This could see some of the smaller operators consolidate operations in order to remain active in the mobile market, while also solving the problem of falling financial revenues. In December 2009, two start-up companies, Etisalat DB and Allianz Infratech, announced their mergers. With the problem of 2G spectrum not yet solved, the Department of Telecommunications is facing pressure from existing players to wait for the Telecom Regulatory Authority of India to formulate policy regarding the future allocation of vacant 2G spectrum before awarding 3G spectrum. It is thought that 3G licences will not be awarded until early 2010. Despite the fact that its scores have changed in a number of ratings categories, India remains in eighth place in our latest set of Business Environment Rankings for Asia. Although India’s telecoms market score has risen slightly, it nevertheless continues to have the second highest telecoms market rating in the region. A higher score for Telecoms Market reflects the continuing maturity of the telecommunications industry.
