AbstractBMI’s latest update on Australia’s telecommunications market notes the maturity of the mobile market. By the end of 2009, we estimate a total base of 24.851mn, representing a penetration rate of 117%, before reaching 128% at the end of our five-year forecast in 2014. This represents an average annual growth rate of just 2.7% between 2010 and 2014.
The entry of MVNOs to the market could alter this rate of growth, as cheaper prepaid tariffs flood the sector. Woolworths, the supermarket giant, announced in August 2009 that it had launched a no-frills mobile service partnering with Optus. Everyday Mobile is to sell its AUD2 SIM card through its Woolworths, Safeway, BIG W and Dick Smith stores and offer attractive flat rate voice calls. In large part its service will be targeted at families.
Although the number of inactive users in Australia is not believed to be as high as in other countries, a certain amount of inactivity from the introduction of MVNOs will inflate overall penetration figures. Furthermore, if MVNOs tariffs prove popular, it could have a negative impact on blended ARPUs. Indeed, current trends suggest that market leader Telstra is experiencing a sharper contraction in its blended mobile ARPU than the other operators. This partly reflects the emphasis that Telstra has been placing on the acquisition of lower spending prepaid users. In contrast, Optus - the only operator to provide details of its Q309 figures - showed that its focus on higher value customers (largely postpaid) led to a y-o-y increase in blended ARPUs by 2.2% to AUD47.
In addition to the mobile market, developments across the broadband sector have also been taking shape. Nextgen Networks, the broadband network unit of Leighton Contractors, has been awarded a contract to build all six backhaul links for the Australian government's National Broadband Network (NBN). Under the contract, Nextgen will connect 100 regional towns to ADSL2+ based high-speed broadband services over the next 18 months.
The project will require the installation of around 6,000km of fibre-optic cables that will connect almost 400,000 people living in so-called broadband 'notspots', where broadband infrastructure is lacking. The new facilities will connect Geraldton (Western Australia), Darwin (Northern Territory), Emerald and Longreach (Queensland), Broken Hill (New South Wales), Victor Harbour (South Australia) and South West Gippsland (Victoria).
The announcement is a positive sign that progress is being made in developing the long-awaited NBN in Australia. The government is keen to solicit participation from all of the major operators, but is being held up by a reluctant Telstra, which is under pressure to separate into wholesale and retail divisions and to contribute its nationwide broadband plant to the pooled NBN infrastructure.
