AbstractIndonesia’s Ministry of Information and Communication (MIC) awarded eight WiMAX licences inOctober 2009, following the completion of the auction in August. The winning bidders were: PTTelkom, PT Indosat Mega Media, PT Internux, PT First Media, PT Jasnita Telekomindo, PT BercaHardayaperkasa, PT Rahajasa Media Internet (also called Indonesian WiMAX Consortium), and aconsortium made up of PT Comtronics Systems and PT Adiwarta Perdania.
The price per operating licence (a maximum of two operators per zone) varied according to criteria set bythe MIC such as the internet needs of the local population, telephone ownership, purchasing power of thelocal population and existing telecommunications regulations. This resulted in the highest prices allocatedto Greater Jakarta and Banten and the lowest prices given to Papua and Maluku.
Although proceeds from the auction - estimated at between IDR45mn-15.1bn - went to the government,the authorities are also committed to ensuring that the auction benefits the local economy. In view of this,a minimum of 30-40% of infrastructure used in the WiMAX networks must be locally sourced. Telkom,the incumbent, said it will become the first operator to launch WiMAX services in Q110.
The Indonesian Internet Service Provider Association (APJII) expects internet access fees to fall by 40-50% after WiMAX networks commence services in 2010. APJII assumes that due to improved servicesby internet service providers (ISPs), national tariffs are likely to drop - a view shared by the MIC.However, BMI cautions that a lack of ready alternatives in the rural broadband sector will mean thatprices remain high even after the introduction of WiMAX. In addition, WiMAX equipment is expensiveand operators will want to make a return on their investment.
However, we would expect the opposite to be true of urban markets, where competing technologies 3Gand ADSL are widespread. The added competition of WiMAX, which enables better data access, couldforce prices down. At current tariffs, 3G costs approximately US$15 per month, while ADSL is aboutUS$7.50 per month.
Indonesia remains in 10th place in BMI’s Business Environment Ratings table. However, it no longershares its rank with Pakistan, a result of the latter’s total telecoms score falling to 50.6. Indonesiamaintains a competitive mobile sector, leading to high penetration rates and declining tariffs, althoughgreater investment in its broadband sector is required.
