When IDC asked about the future outlook, government executives were conservative about total IS budget, but growth is expected for routine infrastructure upgrades and, especially at the local government level, for the share of budget allocated to external spending. In this study IDC provides an analysis of results of the IDC Vertical Market Survey carried out in France, Germany, Italy, Spain, and the U.K. The results are based on 279 interviews in the government sector. The study, which analyzes IS budget plans, is the first of a series of studies that include analysis of IT strategy and the decision making-process, analysis of adoption of new technologies, and analysis of IT security adoption and investment plans. "IT vendors must leverage the opportunity arising from that optimism and target local executives, in particular in Spain," said Massimiliano Claps and Silvia Piai, IDC European Vertical Markets.
