AbstractThe key driver for the expansion of the pharmaceutical market in Kazakhstan is the underlying economic
development and higher sales of oil. As BMI expects the economy to grow by around 8% in 2008, the
benefits should be translated in an increase in both healthcare and pharmaceutical expenditure. As part of
its healthcare system modernisation programme, the government is planning to raise the amount of GDP
spent on healthcare to 4% in 2008. By 2012, BMI expects the market to be worth around US$1.14bn,
growing at an annual rate in excess of 12%.Work on 56 hospitals and 83 outpatient hospitals scheduled
for 2008 will support this development.
However, in the BMI‘s revised Business Environment Ranking matrix for Central and Eastern Europe
(CEE) for Q208, Kazakhstan is ranked 15th of the 16 regional markets surveyed. The country is placed
only above Serbia, down one place from the previous quarter, when it shared the 14th spot with Ukraine.
While enjoying a considerable level of political and economic stability, the country is marked down for
absolute market value and per capita consumption of medicines, as well as the lack of universal
reimbursement. More recently, the government revealed plans to introduce a fixed average price for
outpatient medicines, which would be reflected negatively in market value and pharmaceutical
companies’ revenues.
Nevertheless, the market will remain reliant on imports. Leading foreign players include French Sanofi-
Aventis (France), Hungary’s Gedeon Richter, Swiss Nycomed and Berlin Chemie-Menarini.
Chimpharm is the main domestic producer of pharmaceuticals, accounting for over half of total local
output. In recent years, Asian generic companies (including Indian and Malaysian producers) have made
more of an impact on the Kazakhstan’s pharmaceutical marketplace, although this has also led to a rise in
counterfeit products.
In terms of other medical industries in Kazakhstan, the production of medical devices is relatively
limited, accounting for under 10% of the market. Key barriers to market access for foreign producers
include costly registration, the need for a Certificate of Conformance, tax levied on some medical devices
and the lack of transparency in public-sector procurement. On the other hand, healthcare system
modernisation, work on telemedicine and mobile medicine in rural regions and the government’s desire to
increase the role of the private sector will provide promising commercial opportunities for imports, which
are mostly sourced from Germany, Russia, the US and Japan.
