AbstractKey Note estimates that the apparent UK market for commercial vehicles was worth £4.36bn in 2007, up by 10.6% on the £3.94bn recorded in 2003. The commercial vehicle market forms part of the motor industry and is an important element of the UK manufacturing sector.
The commercial vehicle market has three distinct sectors: light commercial vehicles (LCVs); heavy goods vehicles (HGVs), and buses and coaches. LCVs are the largest sector of the market and, in terms of new registrations, the fastest growing between 2003 and 2007. New registrations of both HGVs and buses and coaches declined over this period and are likely to have declined slightly further in 2007.
The manufacturers of commercial vehicles continue to be affected by a wide range of legislative changes. The list includes the introduction of legislation in May 2006 that made it illegal to register new trucks, coaches and some buses unless they have digital tachographs. Legislation related to Euro 4 emission standards came into effect on 1st October 2006 and Euro 5 legislation is set to take effect in 2009. In May 2009, Whole Vehicle Type Approval will also be introduced for commercial vehicles. Initially, it will be introduced on a voluntary scale but, by 2014, it will become compulsory for all commercial vehicles. Whole Vehicle Type Approval is a way of ensuring that vehicles are safe to use on the road without the need for inspecting and testing each one individually.
UK exports of commercial vehicles by value at manufacturers' selling prices (msp) have grown steadily in recent years and, in 2007, are projected to reach a 5-year high. Over the same period, imports of commercial vehicles have also increased and are accounting for an increasing share of UK registrations. The EU is by far the largest supplier of commercial vehicles to the UK and also the main export market for UK commercial vehicles exports. The UK's trade deficit in commercial vehicles increased between 2003 and 2005, fell slightly in 2006 and is expected to fall a little further in 2007.
In terms of both new registrations and market value, the commercial vehicle market is forecast to show further growth in 2008. Although some weakening in demand may then occur, steady growth is anticipated to 2012. The future design and development of commercial vehicles are expected to be increasingly affected and influenced by both environmental and political pressures.
