Halogenated Flame Retardants Continue to Dominate Chinese Market

The booming Chinese economy is positively impacting many of the country’s major industries, including the chemicals and plastics industries. This, in turn, is driving the growth of plastics additives, particularly flame retardant chemicals. While halogenated products have traditionally dominated the market, holding approximately 90.0 percent share, rising environmental concerns could induce a shift away from these products. However, despite the ban on using certain brominated products in electric and electronic equipment (EEE) by directives such as the European Union’s Restriction of Hazardous Substances (RoHS), there are still a number of other brominated chemicals that can be and continue to be used for their flame retardancy benefits.

"There is no known alternative to replace the performance benefits of brominated flame retardants, which can achieve high fire safety standards in low concentrations," notes the analyst of this research service. "The cost effectiveness and efficiency of halogenated flame retardants are leading many consumers to continue preferring their addition in a variety of applications." Thus, although phosphate flame retardants, especially non-halogenated products, are considered more environment-friendly than the currently dominant brominated and chloride products, they are not as cost effective due to less flame retardancy and the need for a higher loading level. This has hindered the wider uptake and application of phosphate flame retardants in China.

Conversion to Halogen-free Flame Retardants Due to Regulatory Pressures Poses a Major Challenge

China differs from western countries in its consumption of flame retardants. While aluminum trihydrate (ATH) has the largest volumes in western Europe and the United States, the consumption of chlorinated-based flame retardants, followed by brominated products, is the highest in China. This is because the alternatives to halogenated flame retardants are more expensive and exhibit similar performance at higher loading levels.

"Manufacturers of flame retardants are yet to find a technologically and economically viable alternative to halogenated compounds," says the analyst. "On the other hand, the original equipment manufacturers (OEMs) face a difficult situation in overhauling their operations, changing their systems and spending more on flame retardant additives in order to avoid halogenated compounds in their products." With OEMs under increasing regulatory pressure to phase out prohibited substances from their products, the onus lies on chemicals manufacturers to help OEMs comply with these directives by finding novel alternatives, particularly for the EEE industry.
