To determine how these programs are faring, we interviewed several program managers at utilities that offer surge protection programs, including Allegheny Power, Colorado Springs Utilities, Progress Energy, Energy United, Kansas City Power and Light, Portland General, and Tampa Electric. We also talked to power quality experts and vendors. Based on information from this qualitative research, as well as data from our 2002 Residential Market Survey, this report characterizes surge protection customers and assesses the amount of time to profitability.
