Highlights
Overall, the Belgian payment card market has enjoyed strong growth over the last five years. Out of the three markets, the credit card market has experienced the strongest growth, growing at an annual average growth rate of 16.7 per cent in terms of cards in issue. Although it should be noted that it is partly due to its small base.
In March 2006 the EPC published a revised version of Cards Framework, which sets out the rules needed for the implementation of a Single Euro Payments Area. In the same year, the Belgian banks and Banksys have made an announcement of their decision to replace its domestic debit cards with an international brand in order to be SEPA compliant.
Like many other European countries, Belgium is migrating to EMV in order to combat fraud. By September 2005, 40 per cent of cards had been migrated to EMV smart cards. Additionally, nearly 80 per cent of POS terminals and all of the ATMs have also been migrated to EMV standard.
