AbstractThe Department of Homeland Security has released its much-anticipated Request for Proposal (RFP) for the Secure Border Initiative (SBInet), which is the most comprehensive effort to date to gain control of nearly 6,000 miles of the country’s international land border. To their credit, they have focused on defining the problems and requirements, not specifying solutions, as Greg Giddens, Director of the SBI Program Executive Office at DHS noted at INPUT’s March MarketView conference. “This is a performance based initiative, but it is not too specific because we are looking for solutions.
