The Italian HLS market is the fourth biggest among EU countries. Threats from international terrorism are real, but of a lesser degree than those faced by other Western countries. Moreover, Italy’s chronically under-performing economy and woeful public finances act as a considerable restraint on HLS market growth. Italy continues to teeter on the edge of recession and came under increased scrutiny during the height of the Greek sovereign debt crisis on the back of its own massive national debt. The country’s economy is expected to grow by an average1.3% year-on-year in 2011-2016.
