| Countries covered: Luxembourg Our growth estimates for 2011-12 have been cut to only about 1% after the deterioration of Eurozone conditions since mid-2011 and downward revision of data from 2008. Lower financial inflows and industrial exports in Q4 are expected to have subdued the Q3 upturn in activity and, with previously strong consumer demand flagging, there will be little to drive expansion in H1 2012. To lessen the danger of recession, the government will continue to run fiscal deficits in 2012-13, aiming to return to surplus after 2014. These will enable tax cuts to boost export-oriented business, as well as raising domestic demand, and will avoid politically contentious efforts to reduce public welfare and pension costs at a time when political stability is important for financial confidence. Inflation stayed well above the Eurozone average in Q4, but will drop towards it in 2012 as the effects of last year's import price rises (especially for energy) fade. While not significantly affecting financial sector competitiveness, wage and price rises have led to a decline in industrial production and exports since Q3 2010 and the wider visible trade gap will shrink the current account surplus in 2012. Small fiscal deficits and external surplus ensure retention of a top credit rating, which will help financial sector recovery in 2012 as well as keeping deficit financing costs down. Growth prospects improve in 2013-14 as banking starts to recover, boosting service sector growth despite some erosion of current financial and retail tax advantages. |
