Key Ranking. Metro Areas (MSAs) and Counties are ranked from lowest market penetration (greatest market potential) to highest saturation (least market potential), based on the ratios of home care agencies and employees to the market population in each geography. Further, the MSAs and counties are segmented into quartiles (4 equal portions of the total report data), and color-coded from most to least favorable in terms of market potential based on these ratios.
