This Insight begins by reviewing the state of CEE mobile telecommunications market structures and provides an overview of CEE governments' plans to auction spectrum and potentially issue licenses to fourth mobile operators. It then looks at the reasons that some CEE governments want to bring fourth operators into their markets and discusses the challenges that will face governments and new operators. It further considers the cases of fourth operators that have entered the Czech and Polish markets in recent years, and analyzes why a fourth mobile operator has successfully established itself in Poland but not the Czech Republic.
