This study, which is a translation of the Japanese report IDC #J9120102, analyzes the objectives/issues of IT implementation, IT spending budgets, IT spending areas, vendor engagement trends, and factors to promote IT spending among small and medium businesses (SMBs), based on the results of the Japan SMB User Survey conducted in February 2009. IT spending among SMBs is expected to decrease drastically from FY09 due to the plummeting economic environment from 2H08. According to the results of the user survey, IT spending on security enhancements and compliance had decreased while those on strategic areas such as market analysis will increase steadily from FY09. As SMBs already lack resources to reduce costs, many of them cited "revenue increase" as their most important management issue. At the same time, many SMBs also expect to increase their revenues with the use of IT.

"To succeed in the declining Japan SMB IT market, it has become more important for IT vendors to provide products/solutions in response to the management issues faced by SMBs," analyzes Hitoshi Ichimura, market analyst, IT Spending, IDC Japan.
