IDC's annual European Services Survey of 553 enterprises and public sector organizations, conducted during February 2009, has taken on increased importance this year, since it brings a fresh overview of IT services and business services spending plans, investment priorities, attitudes to outsourcing and offshoring, ability to access the right skills, and general expectations on the impact of the current economic environment in Europe.
