Business Strategy: Cloud Computing for Government: A View from Central and Eastern Europe, 2012

This IDC Government Insights study is based on a recent dedicated cloud computing survey intended to improve understanding of current cloud environments and cloud deployment models (private, public, and hybrid). The study focuses on government organizations in Central and Eastern Europe and presents the major findings of the survey. It also examines the preferences of government organizations' IT executives regarding workloads and applications suitable for cloud, looks at cloud deployment models, and discuses future cloud investment plans.

"At present, most government institutions in CEE are only evaluating the cloud computing concept and remain very conservative regarding its adoption. This is reflected in the small portion of IT budgets among these organizations that is dedicated to, or intended for, cloud. It seems no single feature of the cloud model would currently convince government institutions to make the switch to the cloud. The government officials involved must successfully resolve many, often interrelated, issues before moving to the cloud – security and data protection, regulatory requirements, potential cost savings, and the difficulty of switching to the cloud, and so forth – and they must do so within a timeframe that matches the priorities of key stakeholders in the government institutions concerned." – Research Analyst Jan Petruj, IDC Government Insights, CEMA.
