The research note, part of the G2 Solutions DoD Maintenance Series, is a detailed 6-year spending analysis along with a 5-year forecast. The spending analysis derives from DoD actuals on fiscal years 2001 through 2006. The spending analysis takes six years of spending and assigns revenues to specific companies over time, with tier one companies portrayed by total revenues, revenues by weapons system and revenues by reporting location. Major contract and contract actions are also mentioned and tied to weapons systems. A total of 24 companies with significant long-term DoD airframe structural component revenues are chronicled at various levels within the study. The study also includes a 12-page addendum highlighting selected weapons systems G2 Solutions forecasts to need heightened maintenance attention during the 5-year forecast and beyond. G2 Solutions envisions massive short-term and even ad-hoc infusions in order to maintain weapons system readiness in the face of combat use in Afghanistan and Iraq. It is important to note that these planned and unplanned actions will not be intended to improve capabilities, but rather merely to maintain a certain level of mission readiness. G2 Solutions can see such increases in budget pulling funds from RDT&E, training and even O&M if situations become serious enough. Factor in anticipated/ongoing delays in introduction of replacement aircraft such as the P-8, F-22, F-35, and V-22 to name a few and the sustainment issue becomes more daunting for DoD. Despite initial plans, G2 Solutions does not see DoD retiring existing weapons systems such as the F-15 or P-3 in sufficient numbers within this forecast period to offset increasing component replacement costs. |
