THE PHARMACEUTICAL MARKET: UKRAINE - REVIEW

The Ukrainian economy was hit hard by the financial and economic downturn due to its dependence on commodity exports such as steel, and on external financing. However, according to the Economist Intelligence Unit (EIU), GDP is set to increase over the next five years. Ukraine’s ability to deal with the downturn was initially hindered by ongoing political infighting. However, in March 2010, Viktor Yanukovych won the presidential election and formed a new government that is proving to be more stable. Relations between Ukraine and Russia have vastly improved under Yanukovych, but the President claims that he also intends to strengthen ties with the West, and has made securing a free-trade agreement with the EU a priority.

In June 2011, the Cabinet of Ministers adopted the state target scientific-technical programme for the development of new technologies to create domestic pharmaceuticals, which is designed to meet the human and veterinary medicinal needs of 2011-2015. Of the budget, UAH 300.0 million (US$37.1 million) will be used for the research and development of molecular and cellular technologies for creating biologically active substances. Investment funds will be used primarily to purchase modern equipment for the production of innovative medicinal substances, including immunological agents, vaccines and recombinant proteins. The programme will involve the National Academy of Sciences, private institutions and 120 scientists & specialists.

In per capita terms, Ukrainian pharmaceutical expenditure ranks the lowest in the CEE region, but growth is expected to be the strongest in the region over the next few years. The pharmaceutical market is predicted to expand by a double-digit CAGR in US dollar terms. The market is driven by strong import growth; imports rose by a double-digit CAGR over 2006-2010. Import growth is expected to remain strong due to a lack of locally manufactured innovative products. The pharmaceutical market could also grow more rapidly if the government manages to implement an effective health insurance system.
