THE PHARMACEUTICAL MARKET: UK - REVIEWThe UK pharmaceutical market is set to experience moderate growth over the coming years, tempered slightly by the effects of the economic recession. Deep public spending cuts are underway, with health expenditure experiencing very limited growth over the next few years, of just 0.4% in real terms up to 2015. In addition, the NHS must make a total of £20.0 billion (US$31.3 billion) in annual efficiency and productivity savings up to 2014. Tighter NHS spending could impact negatively on the market, as it will result in the NHS having less capital for other areas such as new and costly drugs.
The Cancer Drugs Fund came into force in April 2011, providing £600.0 million (US$938.9 million) over three years to increase patient access to new cancer drugs. The fund is designed to give patients access to cancer drugs that are recommended to them by their doctors, regardless of whether they have been approved for NHS use by NICE. There are plans to introduce value-based pricing (VBP) in place of the PPRS when it expires in 2013, in order to promote innovation and ensure better access for patients to effective drugs. If the proposals go ahead, a VBP system will be implemented for new active substances placed on the market from 1st January 2014, equivalent to around 20 to 30 per year. Some existing medicines could be included within the system, but generics are not expected to be included. As it would not be feasible to carry out a VBP assessment for each individual branded medicine already on the market, these would be covered by new arrangements sitting alongside VBP, which are likely to resemble the PPRS in some way.
The government is planning to introduce a Patent Box, which will provide tax incentives to companies registering their intellectual property in the UK. Once the Patent Box has been successfully implemented, GSK has confirmed that it will be making new investments of more than £500.0 million (US$762.5 million) in the UK. GSK’s plans include: ensuring that the UK is the location for the company’s next biopharmaceutical manufacturing plant; putting more investment into the manufacture of its respiratory inhalation device for asthma and chronic obstructive pulmonary disease; putting further investment into continuous tablet manufacturing technology at Ware; building a new topical manufacturing centre; and launching a new £50.0 million (US$76.3 million) UK Venture Capital Fund. These new investments will lead to the creation of around 1,000 new jobs over the lifetime of the projects.
