On October 20th 2011, the Ministry of Finance proclaimed that the local governments of Shanghai Municipality, Zhejiang Province, Guangdong Province and Shenzhen City could issue their own bonds. A heated debate regarding local government bonds has developed. In 2012, a dozen pilot zones with the authority to issue local bonds will be established in eastern coastal areas. Many problems related to this new phenomenon need to be explored. This article analyzes these problems and examines directions for further research.
