Dec. 21, 2012 (China Knowledge) - Shijiazhuang High-tech Industrial Development Zone (Shijiazhuang HIDZ) rated “A” by China Knowledge in a research report on China’s industrial real estate published today.
The HIDZ was established by the State Council in 1991, and has an area of 18 sq km. It consists of three zones: the eastern zone, the western zone and Liangcun Park.
The eastern zone has an area of 9.8 sq km and is located in the east of the downtown area. Liangcun Park is situated on the eastern edge of the eastern zone and has an area of 4 sq km, while the western zone is located in the western part of the downtown area and has an area of 4.2 sq km.
Shijiazhuang is one of the major transportation hubs in northern China. Five expressways intersect in Shijiazhuang, leading to Beijing, Tianjin, Qingdao, Zhengzhou and Taiyuan.
Additionally, the Shijiazhuang Train Station is one of China’s major marshalling yards. Zhengding Airport, which is 20 km from downtown Shijiazhuang. In 2008, the Zhengding Airport’s cargo throughput ranked 38th in China.
In 1995, Shijiazhuang Economic and Technological Development Zone (Shijiazhuang ETDZ) was integrated into ShijiazhuangHIDZ. In 2009, ShijiazhuangHIDZ and two towns, namely Songying and Qiema, were integrated into Shijiazhuang High-tech Zone, which covers an area of 75 sq km.
Shijiazhuang HIDZ’s pillar industries include information technology, biopharmaceuticals, machinery, automobiles, fine chemicals and logistics. Biopharmaceuticals, electronics, new materials and communication equipment manufacturing are the major industries. In 2008, the GDP of Shijiazhuang HIDZ was RMB 19.9 billion, the highest in Hebei Province.
In 2010, the gross industrial output of the zone reached RMB 96 billion. The major foreign investors are Japan’s Nissho Iwai, Fujitsu and NEG, Germany’s Hoechst and U.S.-based Monsanto and Hughes.
The three zones of Shijiazhuang HIDZ have different functions. The eastern zone is much like a new city zone with residential, commercial and educational uses. There are over 400 enterprises in this zone, 42 of which are foreign-invested. However, the eastern zone is filled with too many real estate projects, leaving little land for industrial investment.
The western zone is a pioneer park. At present, most of the high-tech enterprises are located there. It has strong research capabilities. The western zone contains eight universities and colleges as well as two national institutes for electronic technology that undertake the highest level of this kind of research in China.
Additionally, there are also over 20 national research organizations for navigation equipment and semiconductor technologies. In 2008, over 70% of Shijiazhuang’s high-tech industrial output came fromShijiazhuang HIDZ.
Liangcun Park was set up for the development of the pharmaceutical and chemical industries. At present, there are 165 companies in this park, and they have a total investment value of RMB 5.7 billion. North China Pharmaceutical Corp is the largest player in this field.
Industrial parks rated A have above-average investor appeal. Basic conditions are adequate, but improvements are still needed in some areas. There are 50 single A rated industrial parks among 254 rated by China Knowledge since 2003.
