The H7N9 avian influenza gripping China recently is a huge blow to domestic farmers while harming people's lives and health. It's estimated to bring a loss of over RMB10 billion to millions of farmers and enterprises.

Faced huge losses, farmers are eager for economic compensation and protection from agricultural insurance. However, only a few specialized insurance companies have made compensation to affected farmers so far, although China Insurance Regulatory Commission has issued multiple notices requiring insurance companies to take action. The influence of H7N9 avian influenza reflected the unsound agricultural insurance system.

At present, the top priority for domestic agricultural insurance is to enlarge its coverage in policy-oriented agricultural insurance, in which many poultry products and vegetables still can't be found. Therefore, many farmers can not receive effective protection in case of emergency like the avian influenza. Policy-oriented agricultural insurance which focuses on public interest rather than earnings can play a key role in protecting agricultural development and farmers' income, through a combination of fiscal measures and market mechanisms.

In 2012, Winall Hi-tech reaped great reward from business M&A, especially in corn and wheat seed businesses.

The seed business of DBN developed stably in 2012, bringing revenue of USD94.1 million (RMB586.0 million) with a year-on-year growth of 10.27%.

Shandong Denghai achieved growth in revenue and net profit in 2012, although its key subsidiary Denghai-Pioneer had a declining performance.

China's first fund for seed industry was officially set up in Beijing to support dominant seed enterprises.

The second batch of seed enterprises gained the national operation license from the MOA on March 29, 2013.

Tong Pingya: Multinational seed companies have successfully implemented their localization strategy in China by setting up joint ventures, setting up R&D bases, engaging senior consultants and training professionals.

Boosted by the strong demand from fresh eating and food processing, the planting of fresh corn in China has seen a continuous growth in recent years, with diversified varieties and opportunities in deep processing industry emerging.

Domestic potato seed enterprises are generally having difficulties to grow bigger under the current policy environment, farmers' habit of reserving seeds for planting and weak supervision of potato minituber production.

Large grain growers in China are embracing thriving development, but they also face lots of problems like difficulty in land rent, high investment, high risk, poor infrastructure and the lack of supported policy.

Wang Feng: Only by developing rice varieties with a higher yield, better quality, excellent resistance to pest and disease, etc., can China's issue of food security be radically resolved.

China's import volume of soybean reduced largely in Q1 2013 and it would see a decline for the whole year.
