There are plans for the government to reduce the once-powerful Central Union Agricultural Cooperative's (JA Zenchu) clout and influence in the industry by 2019. This shows movement towards a much-needed structural reform within the agricultural market. By 2019, JA Zenchu is expected to become an association that is generally incorporated. Co-ops will be able to engage independent auditors rather than those who are associated with JA Zenchu. The moves the government are making against JA Zenchu shows that it is serious about reforms and increasing openness as a compromise for the TPP. There are other structural problems that need to be addressed, such as the aging farmers (on average, Japanese farmers are 70 years old) and the inefficient methods that are used for farming (farms typically take place on small plots and are run by families). It's no surprise that agriculture employment is shrinking rather quickly. Japanese official figures show that the number of individuals who engage in farming fell by 22.3% between 2005 and 2010, dropping to 747,000. The agriculture industry in Japan has a bleak future and requires a reinvention to help save it. 

The production of rice is expected to increase by 6.7% in 2018/2019, bringing it to 9.0n tonnes. The government policy is doing away with the four decade-long gentan policy, which prohibits output of grain in order to stop overproduction. This will allow much-needed industry consolidation to take place.
