Canada Telecommunications Report Q2 2014

BMI View: Perhaps inevitably, no new significant players entered the Canadian mobile market as a resultof the auction of 700MHz spectrum in early 2014. The three incumbent national players took the majority ofthe spectrum, with cable-focused Rogers laying claim to the most valuable properties in the hope of addinglustre to its converged services portfolio. Meanwhile, the government blocked the sale of spectrum, ownedby defunct NextWave, to a Bell-Telus joint venture and reinforced its commitment to nurturing competitionby blocking Telus' bid to acquire struggling new entrant Mobilicity. Fellow newcomer Wind Mobile iswilling to act as market consolidator, but Mobilicity would add little value to its already questionablerelevance to the competitive dynamic and, in any case, Wind itself can bring little financial muscle to bear:it forbore from bidding in the January 2014 auction, perhaps acknowledging the futility of attempting tocompete head-on with the Big Three. New data from the regulator confirm that the status quo barelychanged in 2012, a view already held by BMI.

The second half of 2014 saw highly variable subscriber growth among the leading mobile operators, withnet losses being recorded by several players. Wind Mobile was the outperformer, although itsachievements remained modest and it remained only a minor player on the market after five years.
