The concept of the core next-generation network (NGN) was very popular around 2004. A number of major operators drew up ambitious plans to integrate all their overlaid service-specific networks onto a single IP platform, and timetables were drawn up for the migration of PSTN and ISDN voice services onto IP. However, very few of these plans have materialised. This report shows how and why operators' priorities have changed, and what the future is for the carriage of voice traffic.
