Allan Baumgarten's Managed Care Reviews

Allan Baumgarten is a nationally recognized consultant and analyst on health care policy and finance. Mr. Baumgarten is the author of Minnesota Managed Care Review and of market studies in California, Colorado, Florida, Illinois, Michigan, Minnesota, Ohio, Texas and Wisconsin. These objective and comprehensive annual reports analyze key trends and issues in those dynamic health care markets.

Working with a variety of organizations, he helps them to analyze the market competition and health care policy issues they face and to develop business strategies to meet the challenges of dynamic markets.

His clients include health plans, provider groups, vendors of pharmaceuticals, systems and devices, government agencies and employers.

He is a regular contributor to Managed Care Quarterly and has also published articles in Business and Health, Health System Leader, and Minnesota Medicine. He has presented his research to national and local meetings, including the American Association of Health Plans, National Managed Health Care Congress, the Association for Health Services Research, and IIR and Global Business Research conferences.

From 1988 to 1993, Mr. Baumgarten was Associate Director of the Citizens League, a nonprofit public affairs research, education and advocacy organization in Minneapolis-St. Paul, Minnesota. Before that, he was Staff Attorney and Evaluation Coordinator for the Legislative Auditor's office in St. Paul. There he directed studies of state agencies and their programs, including a study of how state agencies regulated HMOs and other health plans. Mr. Baumgarten is chairman of the Public Policy and Advocacy Committee of United Jewish Communities. He received his J.D. degree from the University of Minnesota and an M.A. from the University's Humphrey Institute of Public Affairs.
