The Interior fit-out and refurbishment market is estimated to be worth approximately £6.6 bn in 2011, having experienced decline in the last 2 years. For the purposes of this report, our market definition primarily consists of main contractors typically project managing the interior fit-out element of non-domestic new build/shell & core developments, and full upgrades or refurbishment of existing non-domestic premises.

Until 2011, decline in the market has been strongest in the private sector, with offices and retail both experiencing major downturns in new build which inevitably feeds into major refurbishment projects. Compared with the previous 2 years, 2011 saw activity remain relatively stable despite the competitive environment and reduced pipeline of major projects, which has led to continuing tight margins and price sensitivity.

The market across a number of sectors, both public and private, is seeing an increasing trend towards refurbishment due to a continued lack of finance and caution amongst developers to commit to development projects. In the private sector, many clients, especially in the retail, commercial office and leisure sectors, conscious of dwindling capital budgets are increasingly looking towards refurbishment and retrofitting as it is quicker, cheaper and more sustainable than new build.

In addition, in the public sector major reductions in both central and local government capital spending programmes, integral to the Government's austerity measures, have entailed a significant shift from new build to refresh, remodel and refurbish existing buildings and this has boosted the amount of refurbishment and upgrade work in health, schools and local authority accommodation.

Whilst there is much comment on the slowdown in new builds in a number of sectors, especially healthcare and education, the refurbishment work in some of these sectors remains reasonably buoyant. As a result, we forecast that in 2012 the market for all fit-out and interior refurbishment will grow by around 2% to reach £6.77bn. Thereafter, forecasts suggest a return to decent growth rates of between 3-4% with the fit-out and refurbishment sector forecast to be worth around £7.73bn in 2016.

In terms of sector activity, commercial offices represent a major end use sector in terms of interior refurbishment and fit-out accounting for around a 24% share. Fit-out and refurbishment activity within the office sector in 2011 was relatively stable at around £1.6-1.7bn and is being driven by a shortage of Grade A stock office space in both London and regional city centres.

The retail sector now accounts for an estimated 25% share of the interior fit-out and refurbishment market. In contrast to the other key sectors, construction activity is dominated by store conversions and interior refurbishments. In 2011, growth in the market was less than 1%, with non-food the biggest loser, with the most significant declines felt in the home related sectors, driven by the continued poor performance in the housing market.

In terms of the construction supply chain, the fit-out and interior refurbishment sector is highly fragmented with a smaller number of larger national contractors and many small-medium size firms operating at a regional or local level.
