With the latest household projections suggesting that the number of households in England alone will grow by 232,000 per annum on average over the next 20 years, and output levels achieved in England in 2010/11 at 106,000, it is clear that housing supply is now at a critical stage and is well below requirements.
Targets set by the previous government were for 240,000 new homes a year with a view to achieving 2m new homes by 2016 and a further 1m by 2020. However, the housing market saw a severe downturn in 2008/09 and recent housebuilding levels have remained low, indicating that these targets are far from being achieved. The Coalition government has since announced it is abolishing these ‘top down’ prescriptive targets, leaving local authorities to plan and implement their own housing policies, and in November 2011 it launched a new housing strategy for England, outlining a wide range of measures aimed at stimulating housebuilding at a local level.
The latest official figures indicate that following a significant fall in both starts and completions between 2007 and 2010, the market has begun to stabilise, however, despite hopeful signs in early 2011, there is no evidence of any substantial long-term recovery and both starts and completions remain significantly lower than pre-2007 levels. As of mid-2012, the housebuilding market is still in a relatively unstable state, with considerable variation in views on its future direction.
Virtually all companies exposed to the housebuilding market agree that market conditions remain challenging. Key factors continuing to restrict the market include the limited availability of buyer mortgages and finance for housing developments - the downturn in the housing market and the economic climate in general have affected housebuilders’ cash flows and profitability negatively. As a result, most housebuilders have adopted a cautious approach to development since the start of the downturn in 2008/09.
There are positive signs in 2012 with many housebuilders reporting growth in the number of enquiries and site visits; however, official statistics have shown that in Q1 2012 the number of housing starts fell by as much as 11% compared with 2011. However, the number of housing starts is estimated to rise in the UK by about 7-8,000 in 2012 over the previous year representing a modest increase of around 5% and reflecting continued poor market conditions and low confidence levels.
It is expected, however, that from 2013 the number of starts will show a more substantial increase year on year although this will depend on whether the availability of mortgages will improve and consumer confidence increase. Housing completions will follow a similar pattern, but a more substantial increase is forecast for 2012 as 2010 and 2011 starts feed through, as confirmed by Q1 figures for 2012. Completions are then expected to increase at a level of 6-7% per annum until 2016. Providing confidence returns and volume housebuilders resume speculative builds on a larger scale, housing completions could reach around 190,000 per annum by 2016.
