Additional Information

High Speed 2 (HS2) is a 20-year scheme to deliver hugely enhanced rail capacity and connectivity between Britain’s major cities. It is the largest transport infrastructure investment in the UK for a generation and, with the exception of High Speed 1 (HS1), is the first major new railway line since the Victorian era.

The HS2 Y network will provide direct, high capacity, high speed links between London, Birmingham, Leeds and Manchester, with intermediate stations in the East Midlands and South Yorkshire. There will also be direct links to Heathrow Airport and to the Continent via the HS1 line.

The capital cost at 2011 prices of building the complete Y network is estimated to be around £32.7bn. At present values, it is claimed that it will generate benefits of up to £47bn and fare revenues of up to £34bn over a 60-year period.

In January 2012, the Transport Secretary, decided to proceed with the recommended Phase 1 route for the London to West Midlands line and high level route recommendations for the wider “Y” network to Leeds and Manchester, with connections to points further north via the existing East and West Coast main lines. This followed a public consultation on the proposals, between February and July 2011.

HS2 Ltd, the DfT-owned organisation that is developing and promoting HS2 on behalf of the Government, is now starting to move forward with the first phase of the project and begin the next stage of engineering, design and environmental work. A hybrid bill, which will provide the powers to construct the London-West Midlands line and will also continue to work on proposals for the line of route to Leeds and Manchester, will be delivered in Parliament by the end of 2013 and is expected to receive royal assent in 2015.

HS2 will be planned and constructed in 2 initial phases as part of an overall long-term plan to create a so-called “Y-shaped” high speed rail network across the entire country.

Phase 1 is expected to open in 2026 with dedicated high speed services between London and the West Midlands. There will also be direct high speed services to the Channel Tunnel, via High Speed 1. This phase will include 4 high speed rail stations.

Phase 2 is expected to open 2032-33 and will provide dedicated high speed services beyond the West Midlands to Manchester and Leeds with direct high speed services to Heathrow Airport.

Construction of the London-West Midlands route is not expected to begin until 2017 and cannot take place until the Government has obtained the necessary legal powers to build and operate the railway through a hybrid bill in Parliament.

Despite widespread opposition to HS2, the programme does indicate a strong commitment from the Government that it will invest in infrastructure to strengthen construction growth over the long term.
